Manage the bundled Systhema agent skills.

> The `skills/` folder inside the published `@systhemaui/cli` package is **generated at build time** from the `skills/` directory at the Systhema repository root — that root directory is the single hand-edited source. The two are byte-identical by construction; the bundled copy is a build artifact and is not tracked in git.

## `systhema skills refresh`

Re-copy the bundled version of every skill that is already installed, into exactly the scope and agent locations where it is present. This is the by-hand twin of the upgrade's "Refresh skills" step and never adds a skill: `install --all-agents` is not a substitute, since it installs every agent into the chosen scope. `--dry-run` lists the targets, `--json` prints them.

## `systhema skills list`

List bundled skills and their install status.

## `systhema skills install`

Install bundled skills to agent skill directories. Skills go into per-user (`~/.agents/skills/`) or per-project (`.agents/skills/`) directories, depending on scope.

Once a skill is installed, [`systhema upgrade`](https://docs.systhema.app/next/cli/upgrade.md) keeps it current automatically — its **Refresh skills** step re-copies the now-bundled version into the locations where you already have it (skip with `--no-skills`). You only re-run `skills install` to add a skill to a _new_ scope or agent.

- `systhema:discovering-runtime-cookies` — runtime-only cookie discovery (third-party scripts the static `cookies scan` can't see).

- `systhema:design` — generating and editing a design system with `systhema design`.
